Linda’s Retail Revival: How Costco Sparked a Shopping Center Comeback
A long-vacant 40-acre site, an anchor that proved the market, and a center that keeps growing.
Once a bustling hub in the 1970s, Linda’s Feather River Shopping Center declined for decades after a devastating flood in 1986 left the property largely vacant. A fire in 2021 destroyed what remained of the mall, creating a fresh opportunity to redevelop the site and shape the economic future of Linda.
The property owners partnered with Costco Wholesale as the anchor tenant. Yuba County worked with the team early to align permitting, infrastructure improvements, and development timelines. Ministerial approvals for commercial uses meant projects meeting zoning standards didn’t need discretionary review, and redevelopment fee credits helped reduce costs.
The result was a project that moved quickly:
- Aug 2022: Applied for a building permit
- Feb 2023: Permit approved (under six months!)
- Nov 2023: Costco grand opening
Costco’s success gave other retailers confidence in the market. Since opening, the center has added Chipotle and Wendy’s, with more development in the pipeline.
