Plumas Lake Is Ready: Holiday Market Anchors River Oaks Shopping Center

A community planned for commercial growth opens its first full-service grocery store, and it’s just the first.

Plumas Lake has been planned for commercial development for decades. Through the Plumas Lake Specific Plan, Yuba County has set the framework for retail, services, and neighborhoods to grow together, with land set aside and zoned for commercial use.

Retail follows rooftops, and timing in development depends on more than planning. Economic downturns and shifting development markets shaped when national retailers and grocers could commit. As the community grew and the market came into alignment with the plan, the opportunity was ready.

In August 2026, Holiday Market opened off River Oaks Boulevard as Plumas Lake’s first full-service grocery store. The 30,000-square-foot store is owned by employee-owned North State Grocery and was developed by Hilbers. It offers fresh produce, natural and organic options, and a full-service deli, and it brings 70+ new jobs to the community. For residents, a full grocery run now happens close to home.

Yuba County worked with the developer and project partners through approvals and construction, and the project moved from permitting to groundbreaking to grand opening in about a year.

Holiday Market is the anchor tenant and first phase of River Oaks Shopping Center, a planned retail center just minutes from Hard Rock Hotel & Casino and Toyota Amphitheatre. Next up is an 8,000-square-foot commercial shell building, a ready-to-finish space that tenants can customize for their business, with groundbreaking expected in fall 2026. Additional space remains available for shops, dining, and services.
